if he/she only has to pay the 1000$ then that person wont get the point that what they did is wrong and will take it as just a slap on the wrist cause all they have to do is repay the owners. if they go to jail for 2-5 years then they get the point that it was wrong but the people still have to replace those items i think its a better idea that the person repays the 1000$ and gose to jail for a year that way the people get there stolen goods back or the 1000$ and the theif gets his punishment .
